Organisational Setup

The Directorate of Home Guards & Civil Defence is located at the New Capital Complex, Kohima. The Administrative Department of the HG & CD at the government level is the Home Department.

The Organization is currently headed by a senior IPS Officer as Director General. The Director General is assisted in the Directorate by one Commandant General who is also an IPS Officer, one Dy. Commandant General, one Sr. Staff Officer, one Junior Staff Officer, Accounts Officer, Office Superintendent and a host of subordinate uniform and ministerial staff. There are 240 regular paid posts.

The HG & CD have district setup only in 8(eight) districts, viz, Kohima, Dimapur, Wokha, Mokokchung, Phek, Zunheboto, Tuensang and Mon. The District Offices are headed by District Commandants in the rank of Addl. SP and Dy. SP, and are also designated as Dy. Controller Civil Defence. They maintain liaison and co-ordination with the District Administration and Police at the district level. There is a proposal pending approval of the government for opening the HG & CD establishment in the 3 (three) districts of Longling, Peren & Kiphire.

The organization has a training institute known as Central Training Institute at Toluvi in Dimapur. The CTI is responsible for imparting HG & CD volunteers the following types of trainings:

  • Basic Training for Civil Defence and Home Guards Volunteer.
  • Advance training for Civil Defence and Home Guards Volunteer.
  • Civil Defence training to civilians.
  • Disaster Management to various stake holders.
  • Imparted training for State Disaster Response Force (SDRF) comprising of officers and men from the Nagaland Armed Police (NAP)-IR Bns, D.E.F & Village Guards, also, a ‘DEDICATED ‘SDRF’ from the existing Home Guards.

A Pipe Band is at CTI which attends to ceremonial functions of the organization and government functions during Republic & Independence Days.
